USA TODAY Monday — a day before new restrictions in Washington state go into effect to try to curb the spread of COVID-19 — the parking lot of the East Bremerton Fred Meyer was packed. All the order pick-up parking spaces were full, and clerks in rain slickers were making steady deliveries of paper bags stacked on hand carts. Fletcher and Haley Seely of Bremerton exited the store with a full grocery cart. The Bremerton couple said they were able to find everything they needed and that this was their regular shopping day. Here's what the new restrictions mean for grocery stores and shoppers: Limits on capacityA shopper took a picture of empty toilet paper shelves in the Port Orchard Albertsons on Sunday, just a few hours after Gov. Jay Inslee announced new restrictions on retail stores, gyms, movie theaters, musuems and zoos. The rules go into effect at 12:01 a.m. on Tuesday and apply to all retail stores — including grocery stores. Other businesses must close their indoor services down completely as rates of COVID-19 surge to their highest level of the pandemic in Washington state, including fitness facilities and gyms, bowling centers, movie theaters, museums, zoos and aquariums. "It was a little crowded, not like when it was first shut down in March," Fletcher at Fred Meyer said, referring to the initial lockdown instituted by Gov. Jay Inslee to stem the tide of the coronavirus pandemic back in the spring. "No one's panicking," Haley said. All along they've been monitoring the number of customers coming into the stores, she said. What other changes are stores making?Other grocery stores are putting into place measures to align with Inslee's orders. Safeway and Albertsons announced that stores will only have one entrance open with an employee stationed there at busy times to monitor the number of customers entering and exiting. The grocery chain suggested people with flexible schedules shop at less busy times, such as before 2 p.m. on weekdays. 'It was a little crowded'Back outside at Fred Meyer, Jackie Fojtik unloaded her cart, hefting a medium-sized turkey into her hatchback. Fojtik said she had a sudden urge to do her holiday shopping, although Thanksgiving is more than a week away. She wanted to be sure to get the items she needs before they sold out, and she said that "surprisingly" she did. "It was a little crowded," she said. "It was more crowded than I thought it would be." Some shoppers, however, walked out of Fred Meyer without checking everything off their list. There wasn't any toilet paper," said Angela Robinson of Bremerton, who was doing a big shop but not because of the impending restrictions. Robinson wasn't stressed. She figures she'll check the Commissary. Hoarding toilet paperInside the store, the toilet paper shelf was swept empty. The paper towels were almost gone, the facial tissue and napkins picked over. The paper plates had also been hit hard. There seemed to have been a run on tortillas. Otherwise, the packaged goods shelves, meat and dairy chests, and produce bins were amply stocked. Grocery personnel urged shoppers not to stockpile supplies, and some stores were limiting quantities of high-demand items. "As we have learned through the initial lockdowns, our stores will remain open, so there is no reason to stock pantries as if preparing for a natural disaster that would shut down businesses entirely," according to a press release from Safeway. Fox Marshall said that over the weekend, there were many stocking up on toilet paper at Town and Country stories, but this time they have backstock. As long as the supply chain holds, she thinks the stores will have enough necessary items for its customers. "We really have been preparing for this. We learned a lot in the spring so we feel pretty prepared," she said. Shoppers asked to be patientThe Washington Food Industry Association joined in the call asking shoppers to be patient while local grocers operate under new rules during the busiest shopping season of the year. "Shoppers — please do not take your frustrations out on store employees, who are just doing their jobs," said Tammie Hetrick, president and CEO of the Washington Food Industry Association, in a press release. "Our stores and our suppliers are working diligently to ensure shoppers will have safe access to the food and other products they seek this holiday season." The Washington Food Industry Association represents the state's independent grocers and convenience stores.
