Are guests allowed to leave resorts/hotels in Dominican Republic?

Yes.

The Dominican Republic is not as restricted as some other Caribbean islands, like Jamaica for example, who aim to keep tourists in the resorts for the duration of their stay.

However, from September 28, there is a nationwide curfew (all cities and provinces) from Monday through Friday from 9 pm to 5 am, and on Saturdays and Sundays from 7 pm to 5 am.  You'll need to be back on hotel property during those curfew hours.

If you have to catch a plane or switch hotels during curfew hours, you are permitted as long as you can prove your journey with a flight ticket or hotel booking confirmation.
